Town Clock Building

This is an 1873 three story building located in downtown Dubuque, IA owned by Cottingham and Butler Insurance Company. Gronen served as Construction/Project Manager for the complete gut-rehabilitation of the building once used for retail and storage and which housed the original Town Clock until 1970. Its intended use, once completed, was to serve as office space. Gronen's office completed all necessary AIA Construction documents and lien waivers as well as the Enterprise Zone tax, service and use refund applications. The office was responsible for a weekly budget, masonry restoration specifications, obtaining bids, assessment survey, feasibility studies, and restoration plans. We also did the applications for Part 1,2 & 3 for the State and Federal Historic Tax Credit program. We made sure that all work performed met the Department of the Interior Standards for Rehabilitation.

The Town Clock building received the Main Street Iowa Award from Governor Thomas J. Vilsack's office for Best Total Building Rehabilitation in 2003. Demolition took place in the fall of 2000 with restoration beginning in February of 2001 with a preliminary budget of $2,038,317.00. This was a baseline budget created prior to design drawings and structural engineer input per the owner's request. The project was completed in June of 2002, 90 days later than originally scheduled at a total cost of $3,100,000.00. The reasons for the delay in the schedule and the increased cost to the project are as follows;

  • The building originally housed the Town Clock - structural improvements were made to support the Clock in the event that it should ever be moved back to the building.
  • The owner decided on a three-story circular steel staircase topped with a glass dome. Floor openings were made and a fire curtain was installed. This portion of the project was nearly $300,000.00.
  • The elevator shaft required a deeper foundation which included soil stabilization along with the reinforcement of steel beams.
  • The complete basement was restored to include a catering kitchen and dining room which was not in the initial budget.
