H.E.A.R.T. Project (Housing Education and Rehabilitation Training)

John Gronen co-founded this program in 2003 with City of Dubuque Housing Services Director, David Harris. Since that time, a strong
partnership has been developed with Dubuque Community Schools and Four Oaks (a local social service agency). The program serves approximately eight youth daily rehabilitating blighted housing in a targeted neighborhood to provide the following;

  • Vocational training for at-risk youth

  • Needed, quality affordable housing for first-time home buyers

  • Students work at job sites daily Monday through Friday from
    10:00am to 2:00pm and receive academic credit for their
    participation.

This project consists of three homes (purchased by the Four Mounds Foundation) in the extremely blighted block of Washington Street in downtown Dubuque. The project began in April of this year with an expected completion date of early 2006. The total budget for this project including acquisition costs is $371,500.
